ICLEI is an implementing partner in the LGCCSP4 through the development of training material and provision of capacity building. The methodology used in the implementation of the activity is three fold as follows:
-To inform the development of the capacity building workshops, training materials and in-depth technical assistance, ICLEI undertook a desktop research and reviewed relevant studies, papers, and projects undertaken in South Africa, Africa and globally, with a specific focus on local government climate action and climate finance.
-To foster a thorough understanding of climate/green finance principles for local government officials, ICLEI developed a training manual drawing on the key lessons and implications for climate and green finance in South Africa.
– Conducted highly interactive training to 200 municipal officials using a learning-by-doing approach and to provide a review of municipal project proposals to determine the best-suited types of funding and financing and the best type of funders.

A public consultation on the tool(s) is carried out in cooperation with the Procura+ European Sustainable Procurement Network Interest Group on LCC. This research will take place over five semi-concurrent phases:
1. Literature analysis undertaken by researchers to understand existing and previous research topics and approaches.
2. Initial engagement & interviews in each city using narrative collection and documentation, and photographic expression to explore food production, processing, and distribution systems.
3. Co-production around food and social infrastructures will be undertaken at a workshop in which narratives will be presented, and stakeholders will be invited to co-produce theory about their food systems based on these findings and their experience.
4. Visualising socio-technical infrastructures using photographic expression.
5. The second workshop will expand the co-production of theory from food to other infrastructure systems, based on the outcomes of phase 2, the continued research of phase 1, and phase 3’s community-produced expressions, and express how this theory supports future development imaginaries and planning.

ICLEI is gathering the efforts of Local Governments in South Korea on implementing SDGs and delivering related projects to leverage the effectiveness of the dispersed efforts and actions by combining and reporting them on the UN SDGs Knowledge Platform. Over a period of nine months, ICLEI led a cohort of communities through modules and one on one technical support to improve local government operations. Modules included an introduction to GHG inventory protocols for local government operations, sustainable public procurement, fleet management, building energy retrofits, and employee engagement. As with all ICLEI USA cohort learn / do programs, the participants selected a project they wished to complete as a part of the cohort. Most completed a municipal GHG inventory, one a fleet transition to EV plan, and one a plan to install combined heat and power (CHP) at a municipal water facility.

To transform from a linear to a circular economy there is a growing need to take advantage of renewable resources, including energy. In 2011 ICLEI Africa launched the inaugral Local Climate Solutions for Africa. It brings together key national, subnational, local government and private sector leaders from across Africa to discuss and explore collective solutions for addressing climate related challenges that threaten to derail sustainable development in Africa.
The 2020 theme “Financing for Change” will respond to the growing acknowledgement worldwide that to tackle climate change, city-scale finance must be mobilised. Local finance will give subnational actors access to the resources they need to harness the emission reduction potential in cities, and to respond effectively to climate change at the local level. Improved multi-level governance and increased finance flow to the local level will speed up implementation of current national and international climate change commitments.

ICLEI worked with partners to organize the Low-Carbon City 2.0 Professional Series Workshops and The International Conference on Mitigation Strategies for Green Transformation in Cities. International experts from Korea, Japan, Singapore, and Malaysia were invited to give a series of trainings on decarbonizing actions, urban energy efficiency improvement and low-carbon transformation featuring case studies in East Asia cities and the world. The in-depth discussions between local officers and international experts enhanced the sense of responsibility of carbon reduction in various departments, and promoted the role of local governments in changing from “regulation” to the supporting multi-stakeholders in the new climate and low carbon regime.

Additionally, ICLEI is pilot testing procurement criteria with public authorities and consulting with manufacturers and suppliers of ICT through the Market Engagement series. ICLEI’s ‘Meet the Buyer’ event series brings buyers and suppliers of ICT together to discuss public procurement’s needs for fair labour conditions along ICT hardware supply chains and how suppliers can respond to this demand.

The United Nations Office for Disaster Risk Reduction (UNDDR) has been promoting Disaster Risk Reduction (DRR) as well as the ‘Making Cities Resilient’ Campaign (MCR) with the aim of strengthening the capacity of cities and local governments in DRR and the implementation of the Sendai Framework for Action.
ICLEI Africa was appointed to provide technical assistance to 50 local government from Sub-Saharan Africa to carry out self-assessments at the local level in order to support implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030.
Beneficiary cities were selected based on specific criteria including level of risks, demand and interest shown, involvement of other partners and the level of institutional capacity to assess and address disaster risks, as well as prior experience and participation in the making Cities Resilient Campaign and other factors. The project targeted issues related to the development and implementation of risk-informed local development plans, with direct relation to increased capacity to deal with the topic and monitoring for improved public services to communities.

The Monitor Nachhaltige Kommune project aims to support the development of "effect-oriented" sustainability management in German communities. The project, lead by the Bertelsmann Foundation, is divided into several project modules. ICLEI´s part in this project builds the foundation of indicator based monitoring. It provides the knowledge and training for local governments to change their governance instruments with the aim of becoming more sustainable.
Within this framework ICLEI developed a governance self assessment tool for local governments, developed hand books for urban sustainability governance
and was further responsible for the coaching of local governments in implementing new governance approaches.
ICLEI also takes part in the strategic advisory council of the overall project.

Over the course of the PACMUN project, ICLEI has worked with over 450 Mexican municipalities to develop GHG inventories, collect data and define local climate action plans. Project activities focus on building the capacity of municipal staff to establish goals and prioritize actions on climate and resilience. Municipalities also work with ICLEI to report their climate and data and can voluntarily submit their climate action plans to the Ministry of Environment.

Since 2011 the ‘Municipal Climate Partnerships’ project has aimed to strengthen partnerships between municipalities in Germany and developing countries for climate change mitigation and adaptation. The fifth phase of the project involves partnerships between German municipalities and municipalities in the Philippines and Vietnam, such as the three between Filipino and German municipalities, namely Muñoz – Marburg, Dumangas – Herdecke and Lubang – Ebhausen.
Through a process of professional peer-to-peer dialogue and exchange of experiences, in conjunction with mutual visits by delegations of local government experts, the municipal actors from Germany and their counterparts develop a joint bilateral program of action for climate change mitigation and adaptation. Both municipalities will identify specific project activities to be implemented in the joint program of action, and the resources needed for this.
ICLEI provides support in implementing workshops, delegation visits, and advisory services. The delegation visits provide partner municipalities a peek of the realities on the ground. This will then be one of the basis in prioritizing projects and activities in their joint program of action. All project activities are conducted in close coordination with Engagement Global/SKEW.
Associate Partnership is available to non-governmental organizations, universities, state and national government agencies and not-for-profit research institutions. The purpose of Associate Partnership is to facilitate dialogues between local governments and these partners, to provide knowledge transfer in line with ICLEI’s Mission and Charter, and an avenue for which partners can support ICLEI’s work and mandate.
