Through the project, ICLEI will support in the preparation of the Vulnerability Index and Climate Change Adaptation Plan for the city of Recife, which aims to identify and prioritize concrete measures to adapt to climate change in the city, based on the analysis vulnerability and climate risk, addressing the environmental, economic and social dimensions in a way that contributes to building the city's climate resilience in the face of dangers related to climate change. The project will take place through the city vulnerability analysis for climate change and the identification of priority areas of intervention with emphasis on priority intervention areas (hotspots).

The objective of the project is to analyze the development of urban biodiversity and ecosystem services concepts and practices in urban areas and better integrate them into the science and policy discussions that are taking place in the context of the preparation of CoP15. ICLEI´s focus on key Chinese actors since China is the host country of the CBD CoP 15, as well as on German, European, and other international actors who play a major role in the implementation of measures that promote urban biodiversity and ecosystem services at the local and sub-national level. The specific goal of the project is to provide an overview of the current scientific discourse and environmental policy processes and to raise awareness of the identified key actors through a series of consultation workshops taking place in Europe and in China.

Through the project, ICLEI will support in the development of a technical training for Baixada Santista Municipalities for identifying vulnerabilities and developing adaptation measures to prevent the impacts of climate change on water resources. The overall objective of this project is to ensure that the target audience is trained on the issue with a focus on adaptation, in order to identify vulnerabilities, propose adaptation measures to prevent risks to water resources and to access financial resources for elaboration of plans, programs or projects for the implementation of adaptation actions in the Baixada Santista region.

The main role for ICLEI in this project is leading the communication and dissemination tasks. ICLEI has developed and is implementing and monitoring a detailed strategy form communication, dissemination and exploitation in order to support ongoing and extensive knowledge transfer aimed at increasing cycling solutions. That includes the development of the communication basis (communication strategy, digital and social media channels, communication materials) develop products and its dissemination, participation and organisation of events (workshops and meetings).
Moreover, ICLEI is in charge of writing the methodology and practical guidance for an effective transfer and transition strategy, including the use of transition management. Following the document, ICLEI developed an online exchange hub, that serves as an online collaborative platform supporting and facilitating the work of the cities involved in the project through a private, tailored working space.
Alining with the guidance, ICLEI leads the management of effective transition and change task. It is a core task of the project, and it involves capacity building and sustainable transfer of innovative cycling solutions.

ICLEI's first role is in the innovation management task to ensure that the project is aligned with the development of the state of the art technologies and the market possibilities. In this task, alongside with the Innovation Manager, we monitor internal and external activities, market developments and European policy with respect to t e-mobility, that is relevant to the project.
The second main task is to coordinate the task that involves the Uptake Cities Group. We have established a group of 10 cities that have expressed their interest in the project. Each city will develop a roadmap on the construction, configuration and location of charging infrastructures designed to promote the use of electric or hybrid rechargeable vehicles, and for the integration of these roadmaps in their respective SUMPs. Study visits to 3 pilots sites and 5 webinars are envisaged for the cities involvement.
ICLEI has also a communication/dissemination role. Finally, we are organising a 150 participant conference in the final year of the project.

This research will take place over five semi-concurrent phases:
1. Literature analysis undertaken by researchers to understand existing and previous research topics and approaches.
2. Initial engagement & interviews in each city using narrative collection and documentation, and photographic expression to explore food production, processing, and distribution systems.
3. Co-production around food and social infrastructures will be undertaken at a workshop in which narratives will be presented, and stakeholders will be invited to co-produce theory about their food systems based on these findings and their experience.
4. Visualising socio-technical infrastructures using photographic expression.
5. The second workshop will expand the co-production of theory from food to other infrastructure systems, based on the outcomes of phase 2, the continued research of phase 1, and phase 3’s community-produced expressions, and express how this theory supports future development imaginaries and planning.

ICLEI provides the capacity of the second key expert and two non-key experts who conduct the following activities:
1) Provide latest information, methodologies, tools, knowledge and skills that support local governments’ projects and policies at all stages of planning and implementation.
2) Support knowledge sharing and exchange of best practices between the Korean and EU cities.
3) Support policy dialogue events and meetings specifically in relation to topics related to sustainable urban development
4) Compile case studies and related stakeholder profiles
The project activity includes establishment of a digital platform, in which EU and Korean nonstate actors can join, share and accelerate climate action. It is expected that exchanging best practices and matching needs through the joint platform will increase the replication of successes, avoid repetition of failures, and generally lead to more ambitious and impactful climate actions.

In this H2020 project, ICLEI is involved in the following tasks:
1. Desktop research in order to understand mobility cultures and mobility styles.
This has been done by doing qualitative desktop research, examining empirical evidence focusing on Eastern European countries to understand the car sharing diffusion in these countries.
ICLEI focused on understanding how new mobility car sharing cultures could emerge in a context where the penetration of cush services is not very high (Eastern European countries)
2. ICLEI is involved in developing a toolbox to help decision-makers integrate car sharing into SUMPs. This is an ongoing activity and the toolbox will be tested in February 2020.
3. ICLEI established a group of 7 Uptake cities that are following the project, understanding the STARS results and as a final result they will write 1-2 page document on how they would implement car sharing scheme in their city. ICLEI organised webinars and workshops.

ICLEI participated in the development of the current version of the GPC as part of a multi-institutional cooperation along with The World Bank; UN Habitat; WRI and C40 and promoted the use and application of this protocol through its programs and related projects. Currently ICLEI participates in the further iteration of the GPC along with C40 and WRI which will allow complete integration with the Global Covenant of Mayors for Climate and Energy – Common Reporting Framework.
This will allow vertical (Multi-level) and horizontal integration of data for reporting entities reducing the effort to report in several standards of frameworks.

ICLEI is gathering information and quantifying the climate impact of options to allow people to make better lifestyle choices aligned to a 1.5 degree scenario. We are doing this by estimating the average carbon footprint of middle class Capetonians, and estimating the carbon reduction impact of various lifestyle choices. This will help to bring to the fore practical actions that citizens and local governments can take to reduce carbon emissions.

ICLEI connects like-minded cities to exchange experiences and lessons learned on the way towards the circular economy, advocates the necessity of closing-the-loop thinking, identifies cities’ circular good practices, shares the latest knowledge and provides suggestions on mainstreaming the circular development in urban strategic planning and policies.
ICLEI raises the attention on the circular development in cities and encourages multi-stakeholders dialogues by facilitating peer-learning and exchange. ICLEI pairs up like-minded cities and supports organizing on-site visits, workshops and offline meetings (whenever resources available), and distributes newsletters to feature good practices, innovation, and latest reports.
Through the Coalition, local governments from Europe and East Asia are increasingly recognizing the circular development concept as a potential approach to achieve mutual-benefits, and are gradually shifting their mindsets from the end-of-pipe treatment of waste towards closed-loop thinking. This mindset change can have a positive influence on local governments’ actions to achieve zero-carbon society and the SDGs. Cities can further review, synergize and optimize existing policies and strategies via the lenses of circularity and life-cycle management.

Public buyers are supported in the identification of their needs and, once ready, connected with SMEs and start-ups able to develop innovative solutions responding to their requirements. A total of five regional procurement of innovation broker schemes will be piloted in the Upper Austria Region, Denmark, North Rhine Westfalia (Germany), Ireland and Andalusia (Spain), then scaled up to a European level. We test innovation procurement brokerage approaches at regional and European level, we support and carry out assessments of public authority needs and we engage with start-ups and SMEs across Europe to find innovative solutions to needs.
Associate Partnership is available to non-governmental organizations, universities, state and national government agencies and not-for-profit research institutions. The purpose of Associate Partnership is to facilitate dialogues between local governments and these partners, to provide knowledge transfer in line with ICLEI’s Mission and Charter, and an avenue for which partners can support ICLEI’s work and mandate.
